JUNIOR ENLISTED ASSOCIATION
BY-LAWS
(REVISED APRIL 2009)
1. PURPOSE:
To promote comradery and morale throughout the junior enlisted assigned to Tactical Training Group Pacific (TTGP). The Junior Enlisted Association (JEA) serves as a forum for discussions on common command and community issues involving members of the JEA and their families. This association is a combination of all Seaman Recruits through 2nd Class Petty Officers attached to our command.
2. DESIGNATION OF OFFICERS:
a) President: The office of President shall be an elective office voted on by the membership. The term of office shall be six (6) months with the incumbent eligible for only two (2) consecutive terms, after which two (2) terms must pass before eligible for re-election.
b) Vice President: The office of Vice President shall be an elective office voted on by the membership. The term of office shall be six (6) months with the incumbent eligible for only two (2) consecutive terms, after which one (1) term must pass before eligible for re-election.
c) Treasurer: The office of Treasurer shall be an elective office voted on by the membership. The term of office shall be six (6) months with the incumbent eligible for only two (2) consecutive terms, after which two (2) terms must pass before eligible for re-election.
d) Secretary: The office of Secretary shall be an elective office voted on by the membership. The term of office shall be six (6) months with the incumbent eligible for only two (2) consecutive terms, after which one (1) term must pass before eligible for re-election.
e) Officer: There may be multiple Officer positions under this designation. Each Officer designation can be made at any point during the current council’s appointment. The term of office shall be dependent upon how much time is left in the current council’s term.
f) The positions of Vice President, Treasurer and Secretary shall have dully elected assistants; these positions will be filled by the individual with the second most votes during an election. This position can be denied if voted in member so wishes to not serve in this capacity, in this instance the opportunity shall pass to the member with the third most votes and so on. This position is NOT a requirement hence it does not need to be filled.
3. RESPONSIBILITIES OF OFFICERS:
a) President: The President shall perform the following duties;
· Have secondary authority over JEA money account.
· Present the minutes of the JEA to the Commanding Officer via the SEL.
· Preside over meetings and mediate all discussions in the JEA forum.
· Act as liaison between JEA and all other TTGP associations.
· Cast the deciding vote in the case of a tie on a motion before the membership.
· Be allotted “emergency” funds not to exceed 10% of the total available funds in the JEA Membership Dues account and matched, dollar for dollar, by the JEA Fundraising account for the purpose of supporting junior members in situations where a vote would there is no time for a proper vote by the membership. These funds are discretionary in nature should not conflict with any JEA established By-Laws or the Rules & Regulations of TTGP and big Navy.
b) Vice President: The Vice President shall perform the following duties;
· Perform duties of President when incumbent is absent.
· Act as Voting Officer; collect silent ballots for elections and absentee ballots for all measurers.
c) Treasurer: The Treasurer shall perform the following duties;
· Have primary authority over the JEA money account.
· Balance Association funds using bank statements, receipts and 'in-box' records, the results of which are due each quarter to the President.
· Disburse funds as approved by the membership.
· Maintain membership due records and make monthly report to Vice-President regarding those who have fallen behind.
d) Secretary: The Secretary shall perform the following duties:
· Conducts muster reports at all meetings and functions and report them to the President.
· Report and maintain minutes of all JEA meetings and disburse them among the membership.
· To inform membership of all that the council does and keeps all members abreast of any updates and changes involving their JEA.
e) Event Coordinator Officer: This JEA Officer shall perform the following duties:
· Work with the command and surrounding community on scheduling events for all JEA members.
· Possessing enthusiasm and charisma, this individual must want to boost the morale of all JEA members through events that can be:
- Focused toward the single sailor or those with families.
- Kept within the membership or command wide.
· Disburse gifts cards (value: up to $50), from local vendors, to all uniformed new parents attached TTGP.
f) Webmaster: This JEA Officer shall perform the following duties:
· Work as liaison between the general public and TTGP’s JEA.
· Posses working knowledge of all naval rules and regulations involving publicly distributed websites.

4. FUNDS:
Liability of the membership, individually or a whole, is limited solely to the on-account assets of the association, and is to be maintained by the Treasurer. Beyond this amount, under no circumstances, is the membership financially responsible for liabilities incurred in the normal discharge of functions approved by the membership. The association is not responsible for willful or malicious behavior of an individual(s), morally or financially. No individual or group of individuals, including membership, may receive monetary gain or enumeration for participating within the association except as authorized by the membership in the form of non-monetary gifts. Evidence of monetary gain by and individual(s) may be cause for loss of membership and possible investigation by parent command.
a) Membership Dues:
· Dues are $5.00 per month, $60 per year, payable to the Treasurer by the first Friday of the month unless prior arrangements have been made with the Treasurer. Funds collected within this account are for the sole use of the membership. Junior Enlisted, who are current with their dues, will be considered “active members”.
· Council members, seen as paragons of the association, are required to be active members upon appointment. If a council member chooses not to, or is unable to, stay active, and no arrangement can be made to stay active, and then the assistant to that position will step up. That position will then go without an assistant until the next election. If there is no assistant for that position then a special election will be called.
b) Fundraisers:
· All Funds raised by your JEA will be used to support all active uniformed service members attached to TTGP through a variety of services voted on by active members.
5. MEETINGS:
Meetings shall be conducted twice a month at a location voted on by the council. Every active member shall have a vote and a say on everything we do as an association. The President shall vote only in the case of a tie vote and shall mediate every discussion.
6. ELECTIONS:
Regular elections will begin with nominations on the 1st Monday of January and the 1st Monday of July for an election that should be held no-later then the 10th of that month; the new office holders will begin turn-over immediately and take office on the 15th of that month. Nominating one’s self is encouraged but if one is nominated by another they must inform the Vice-President of their intentions to run or not. Sailors assigned to TTGP, which hold the rank within E1 and E5, active or not, can be in the running for any position as long as they become, or continue to be, active members upon being elected. Any TTGP, E5 and below, can vote in the general election whether they are an active member or not.
If incumbent is absent, for any reason, during elections, then he/she will be abdicated and elections will continue on. No one has to be present during elections to be elected but they must express their intentions, in writing, prior to the final day of nominations to the Vice-President.
For the position of Treasurer, and the Treasurer only, elections will begin with nominations on the 1st Monday of February and the 1st Monday of August for an election that should be held no-later then the 10th of that month; the new office holders will begin turn-over immediately and take office on the 15th of that month. This will not prevent the current Treasurer from running for another elected position, in these cases the current Treasurer, if elected to another post, will not take said post until the end of their current term. As for the filling of said post until the current Treasurer is relieved, that duty will fall onto the assistant for that position. If the Treasurer runs for, and is elected for, the position of President, then the Vice-President will perform all duties until the current Treasurer is relieved. If there is no elected assistant for the position to be filled then the President will appoint an active member to that spot until it is filled.
Special elections may be held when the incumbent is no longer able to hold office, only active members may vote in special elections.
7. VOTING:
Voting to approve / disapprove a measure shall be by a quorum of at least 51% of active members by show of hands or by pre-vote via email / hand written note to the Vice-President. If a measure is unable to receive the required 51% then it will be considered disapproved. Any active member can nominate a measure, which must only then receive a ‘second’ to be brought up for a vote. In the case of all elections, voting will be completed via silent ballot through the Vice-President. All absentee votes will be conducted by the Vice-President, whether in writing or via email.
8. REVISION OF BY-LAWS:
The By-Laws set forth herein shall be considered binding upon all members of the Junior Enlisted Association and may not be revised, modified, or changed in any way without first being brought to the council. Changes must have majority vote and all changes to these by-laws will take effect upon the commencement of the next term.
